If they were really evil they could build dirty bombs on purpose to maximize radioactive contamination but they arent built that way and the contamination would just spread to areas they never intended, perhaps to even their own forces.

People don't go to war to blow stuff up, they do it for strategic advantage. Whether that is resources or whatever else. Killing everyone and destroying everything has no benefit.
