I've heard of target doing this. If someone is doing it frequently they most likely are aware and waiting until you reach the point of grand theft charges.

We did this when I worked at Costco.

When i was managing the photo lab I worked with the loss prevention guy over a 4 month period and caught a guy stealing the free photo print coupons from the picture frames we sold.

The lp guy let him do it until it was a certain amount then they stopped him and gave him the option to pay for all the coupons, which was $600, or be arrested.

So, he payed it and cried and begged for our gm to let him keep his membership lmao. It was an older Indian guy and he just kept stealing the coupons you'd get for buying a picture frame.

As the photo lab manager I was aware of all the theft in the store because part of the process was printing a photo of the thief. I was tight with the loss prevention guy so I got to hear it all lol it was cool.
