You have to do away with it or they will just raise the rate again. Its much harder to propose and pass a new tax than it is to raise an existing one.

it could be done, state taxes would just be way higher and let states be responsible for funding whatever they deem necessary, still a net benefit because the fed govt is a fire pit of waste fueled by printed money.
