Because CA and NY are extremely lopsided and it doesn't take long for them to reach a majority. Every vote doesn't need to be counted when like 90% of them will vote democrat. They just have to reach the point above majority voting for democrat to declare victory.

If you're asking why the total number is counted more quickly it's because those are bigger states with more polling place obviously. So there's more people tallying everything up.

I don't know why some of you ask retarded questions. Not everything is a conspiracy. CA and NY reaching their consensus quickly makes sense.
